if you use a cock ring, can u wear it with a condom? and if so, does it make the condom unsafe?

Yes, you can certainly wear a condom while using a Cock Ring, however placing it on maybe more difficult. This is because normally you want to place a condom on when you're erect, however the best time to put on the cock ring is when your not fully erect. 

Try using a cock ring that is adjustable or stretchable for simple placement and removal.
